How do I conquer/claim a ghost city?

I'm trying to learn how to conquer cities so I figured try on a ghost city first. My area is the one that does Revolts. I saw from 1 of the tutorial quests that I set up a revolt first which can take 12 hours. This ghost city is maybe 2-3 hours away from me. When I do the attack,I get my troops back with goods but of course loose no troops as city is empty. Do I go ahead & send in my Colony ship & backup when my first attackers come back? I'm wanting to be sure that I'm doing this correctly as the colony ship is expensive lol.

In a revolt world to conquer a ghost city all you need to do is send a CS and win the attack. However for most cities that you will take you would need to make sure your CS lands in the 2nd 12 hour period of the revolt, and make sure to send escorts so you don't lose everything
