Unable to publish reports of failed spy attempts on me

I don't have any links to be able to publish that people have spied on my city - failed attempts..... is this a bug or a feature?? The publish button seems to show up fine for the other reports....just not this one......? Please help, thx

Would have wanted to publish that I was spied upon for sharing with his alliance / my leadership, etc..... so this is a "feature" as opposed to a "bug"?

Just say like "I tried scouting ____ but I spent _____ silver and it was unsuccessful"
