With only the ability to pick one from column A and one from column B anything on the A side will have big trouble being more useful than the Thermal Baths. Population is key in this game and the Thermal Baths give you more population. The theater also has to go against the Olympics which is a very low cost way to get Culture points leaving you with the thousands of resources needed even in the proposed revised Theater to use on building or rebuilding fighting units.
