I have the same problem as in the image posted above, but only when I try to access the marketplace from the senate. Opening the marketplace from the city overview causes no problem though. I don't have the admin right now so I can't say if there is a problem when trying to open it with the quick access bar 
@timemnemic: you might want to actually post something other than the image (perhaps fill the form in this thread) as it was quite hard to understand what you meant ;-)
