If a revolt attack is sent by sea, with no flying units assisting, is the revolt suppose to be successful even if all of the escorting LS are sunk leaving only transport ships? Can transport ships get past biremes on their own?
As you may have guessed this happened to me. In my opinion if all of the navy warships (LS) are destroyed, and there are significant biremes left over, then the transports should not be allowed to deliver troops to shore.
