+rep?

It shows the value of the member's posts, and how much reputation you have is show under your name, and forum title.

It also shows them whether you like or dislike their posts.

There have been several threads about this.

User reputation (shown as a red or green set of bars under the name and title) is a way for our forum users to see who the more experienced posters are. A higher user reputation score (more green bars) should mean that the user posts helpful posts as determined by the community. Unfortunately, this is not always the case as some users abuse the system and +rep for no good reason and ask for the same in return. -rep can be given for unhelpful posts. +rep can be given for helpful posts. To give rep, you click the star shaped icon on the users post (it appears under the post count on the far left below the users avatar). When used properly, rep can be a very effective way for new readers of the forums to determine who gives the best and most helpful answers.

In short, if you see a user with a high rep, be sure you check over the posts they have made in the past to be sure they actually post helpful answers to questions and are not just getting mass repped.
