Player revolts but doesn't take city

There is this person that keeps revolting my city but never sends a colony ship to take it over, I was never able to progress with it because of the repeat attacks and no alliance will accept me as a member because of the revolts.

Is there a way to stop this from continuing so I can rebuild my city and join an alliance?

Unless you can build enough troops to stop him from revolting you, the only other option would be to restart.
