Overview of the bug: When you try to send a mass mail, you get the message
How often this occurs: When I and another tried to send a mass mail to the alliance, we get a red bar saying you can only send to 3 people at once or something similar. Seems to be a way to stop those soliciting mails, but it hinders alliances as well! I would suggest trying to limit the ability to send mass mails to those with the privilege to do so in alliances, and even then only to their alliances.
Work Around: Send it to everyone by 3's. Royal pain.
