Is it legal to send support to a city then attack that same city?

Is legal, of course.
You can do it for a lot of reasons. As a sample:
1) To destroy excedent units (like ships)
2) To protect a target from other players

You can also do it to get BPs ;-)

No i mean your support is in the city then u attack it.

Really, you can. And sometimes its a good idea.
Sample: You have too many transport boats in a city and you want to destroy some of then to gain some population without giving battle points to an enemy.

No it is illegal and can be arrested for it! Be careful, deny deny deny!

You can get abp from it but no dbp.

I remember about a year ago you used to be able to receive both abp and dbp so in other words x2 bp.

Not necessarily. As someone highlighted before, you can stick unneeded units in an empty city and attack them to free up pop space.
