How do you exspand Quickly

I Am pretty shure that someone has asked this question already. but i want to know how you get alot of cities fast. I ply in the world Phi which is pretty new i see manny players who have like 10+ cities alltho they usely 3-5k points each. how do they do this? how do you get so many cities so fast? i would like someone to tell me what to do. like what building should i invest in first to gain all these cities?
