No Dave! 4 hoplites takes away same amount as 1800 per res. Which would you say is more worth it? The res, you can build the hoplites with those resources and more.

Actually it's not the worst it's the 3rd worst.

Inefficient, I get that. If I don't found cities, on Hyperborea, how does one expand? Hope to be the first one on a ghost city?
