Conquest Option Does Not Appear

I have conquest researched, I have several open slots, have a CS built and all other offensive units to send with it. When I identify the city target and click attack - the option to "conquest" vs "attack" does not appear. Have no idea what to do about this.

Is your world a conquest or a revolt world?

Conquest world - All you have to do is send your CS as an attack. If the CS lands, a siege will start for a number of hours.
