conquering Ghost towns by seige

My question here is do you have to have your academy at lvl 28 in order to conquer a ghost town, I read threw many forums and couldn't find a straight forward answer.

If the world is revolt then all you read is a colony ship. The city does not need to be revolt.
In conquest it works like a regular city

Ok so I absolutely need my academy at level 28 and one more question since its a ghost town do I really have to worry about whether some one will stop the besieged city? as in I send a an attack to clear out the city then send my colony ship with escorting ships and wait 12 hours and that's it.

It's been a few years since I've played a revolt world, but if what Charl says is true, that it doesn't need to be in revolt, then you should just need a level 22 academy for a cs. And yes, people will try to take it from you, enemies will want the city too, so they will fight for it. In many cases my alliance has sometimes stacked a ghost town so it doesn't fall into enemy hands, and sometime the enemy has stacked it to not fall in our hands. However, I'm just going to guess, no idea about this whatsoever just makes more sense to me, in a revolt world I would guess you would have to have revolt researched, and put the city into revolt. Basically what I'm getting from charl is you send the cs and then when it lands, if the city's empty, you get the city - and that doesn't seem right, but if it is then it should be changed.

Yeah in a revolt world it's basically a race to see who can land their cs the fastest on the ghost. You don't have to research revolt so all you need is a level 22 academy with colony ship researched. Send your cs and if it is successful then the city is yours. No revolts are involved.

If you think about this logically and realistically as well (which is how they designed the game), a revolt attack is basically trying to stir up the citizens against their owner, causing a "Revolt" to occur. If their is no owner, then how can their be an uprising against the owner?

Just to sum it up here and avoid any confusion....

Conquest Requirements to take a Ghost:
28 Academy, 20 Harbor, Warehouse large enough to store ~16k resources, Conquest Researched, CS Researched.

When you send the CS you will still have to defend it just like a normal siege, so it is wise to defend the ghost town.

Revolt Requirements to take a Ghost:
22 Academy, 20 Harbor, Warehouse large enough to store ~10k resources, CS Researched.

The goal here is to send enough units to clear the city, and the first CS to land gets the city. No revolt required, and no defense needed to capture the city. Like Charl said it is a race.
