BP and culture level don't make sense

I have 6000 BP and I've run victory processions but I only have a culture level of 5. I dont understand this because on another world I have 2400 BP with running the victory processions I have a higher culture level of 8. I just can't figure this out so im asking about it.

Have you restarted the world where you're at level 5? When you restart a world or lose all your cities and restart on the rim, you keep your BP (but can't use it for victory processions), but your cultural level is reset at 3.

ok thank you i got rimmed and did not understand that I get reset

Yeah, this was made to prevent players from growing too fast by restarting on the rim with dozens of city slots

Though you can do this anyways by just colonizing 10 cities on the rim
