An alliance member has been attacked by a player under Beginners Protection. We are unable to attack this player. Another player from the same opposing alliance has taken a second city on our island whilst under Beginners Protection. We were unable to contest this takeover.

Can someone confirm that this is within the rules.

It's within the rules. Just means those guys are using a lot of gold. But thats a whole other issue, and Inno doesn't care about the common player enough to do anything about it
