So this is mostly user error, but maybe there's a solution.
I selected the .5 light ships per hour option on my city for day 11 on the advent calendar.
Unfortunately I just started playing in a 2nd world and got my cities mixed up, and this particular city has no harbor.
Is there any way to reset this, or maybe they'll appear when I get my harbor built...or am I just out of luck?
Trying to get my harbor built, but it's just going to take too long, as I'm just starting out.
