2 Spells cast on 1 Attack?

I have a question about multiple spells on the same attack. I am under the impression that the gameplay rules prohibit this. However, one of my attacks had two spells cast upon it. Here is what happened:

1. I sent an attack at an enemy city. I did not cast any spell of my own on the attack. I know about the tactical advantage of doing this (if the rule about only 1 spell per attack is universally true) so that is not at issue here.
2. I received a notification and a report that my enemy had cast Wisdom on the attack.
3. When the attack landed, I viewed the report and Desire had been cast upon it also, yet no notification was received.

Is this possible according to the rules, or is this a bug, glitch or a cheat?

Nope. Certain spells prevent other spells from being used on the attack. These are the spells that take effect during the battle and Helmet of Invisibility.

Put simply, it's possible to cast Sea Storm on an attack an infinite number of times so long as you have the favor, but if Favorable Wind was cast on the attack, it'd be impossible to do so.
