The world will be capped at 45,000 players. It will fill completely, and just like usually, many of those players will get killed off early.

What do you mean by killed off? Conquered? If so, the person who conquered that players take the city and the spot.

And if that is said person's last city, he or she will be sent to the rim to start anew with a 175 point city.

There are going to be plenty of player slots as soon as these abandoned cities start ghosting. If anything, I worry about a low player count to keep the world interesting.
