WiFi and shared accounts

Silly question but is a wifi connection considered a shared connection? For example 3 or 4 players meet at a cyber cafe and all are on wifi and have their own accounts. But do not have a shared connection and they are talking and working together in person at the same time on the same operations. Is this a legal option? Or should they declare a shared connection

or use different connections... I get what you are saying... friends getting together to play... but it cant be off the same router... but usually in public areas... between cell phone hot spots and different free wifi's they can all grab a different connection... its for our own protection...
