Why won't the Premium service accept my Paypal?

My Paypal account is valid and is connected to my checking account which definitely has money in it. What else do I need to do? Since the site doesn't accept Discover (my only credit card), my debit card (which is a Visa, so this is odd) and also won't accept my Paypal, it is impossible for me to spend any money.
