Where are my quest rewards/troops?

I have completed a few island quests that reward you with x number of troops for x hours. I don't seem to receive the vast majority of these rewards. The last one was 4 archers an hour for 4 hours. I got 4 total. Why is that. I have been building and increasing my farm size, but it doesn't seem to matter.

How do I know if I have enough? Should I only do these quests when I'm not building or training troops?

You can see how much population you have in the top corner. For you to get all of your archers you would have to have had 16 free population
