What happens to returning troops if population is full?

I sent a colony ship and troops to take over a colony. That colony was taken up by a new players just before my attack hit, and the troops are on their way home. What happens when My population is already refilled to the limit? What happens to all the troops coming home?

They're still intact. In order to create more pop you'd have to kill those units off.

That is to say, the population also includes those troops you sent. Had you hit the city first, you would have lost the colony ship and gained 170 population, but since it seems like you hit second, and probably lost a few troops that you appear to have already replaced, the troops that are alive are still considered within the population count.
