travel time of an attack

what would make a Colony ship attack by the same person from the same city, have double the travel time as the first CS attack?

Well, if he's on the same island, it could be over land with catapults, or he didn't use a CS the first time, or it's from a different city, or it's attacking a different city. That's all I can think of.
