No the city is there to stay. As far as I know, there is no "leaving" the city, for lack of better words, to colonize elsewhere.

Yea sorry for the bad news haha I do see what you mean. I have my second city on a small island so it can't farm resources at all. I was smart enough to place my third city on an island with new farming villages though and advise you to do the same
