Can a member stir up a revolt and another person send a colony ship?

no the player that starts the revolt has to take the city, but you can send the CS and revolt attack from different cities

Is there any way to stop a revolt from happening? Whether during the 1st 12hr period or the red revolt period? I do understand killing the CS is the desired result, I am mostly referring to before the CS arrives, is there any way to stop the revolt?

No, there isn't. Once a revolt has started it goes on until the end of the second 12 hours, no matter what you do

When you are being put in Revolt, you just have to stack the city with defense (naval and land) ;-)
