Refugee or not refugee, that is the question...

Could someone give me a clear definition of a refugee? And what is the accepted protocol for dealing with attacks sent to a refugee?

refugee..
somebody who has been attacked 2 or 3 days in a row, they then accept an invite from some alliance that they ignored for days/weeks

protocol
most alliances, if shown proof of said attacks will either boot said refugee or not assist for 1-3 days
it does vary
