Reduced Silver Production Quest impact is dropping all resources production by 30%

I started a quest that had the impact of reduced silver production. IMplemented on Upsilon world, Ocean 33, Xanadu city. I was currently under Happiness where Wood/Rock/Silver production is 494/766/629 per hour. All resource production dropped by 30% when the quest started, not just Silver. I lost 3 hours of 30% of 766 for Rock (230 x 3 = 690 Rock) and 3 hours of 30% of 494 for Wood (148 x 3 = 444 Wood) as a result.
