What happens when the farm is on maximum level and you use up all the population? Is there a way to get more so I can carry on building and training troops?

You cannot, once you use the population it is used. When you lose troops, then the population for those troops becomes available and you can rebuild them. If you demolish buildings you can use the population from those again. You are limited in each city to the max population so use it wisely.

Get some thermal baths too.

The most pop I've had in a city was 3383. I made a juicy 338 LS nuke.
