No revolt attack option

I am in a revolt world and I have conquest researched and have a CS in my dock but I am not given the option to send any attack except a regular attack. Any advice or assistance would be helpful. I have read through the revolt section on wiki numerous times to verify my t's were crossed and i's were dotted, I do meet the prerequisites fully as described in wiki. I am at culture level 3 with 1 city.

when you click to attack a city, when you select the troops that you are using, it's in that box. It looks like 2 people whispering to each other.

ok last night I took a chance and sent the revolt attack with my troops and CS as a regular attack at it seeded as a revolt ...odd. I never selected an option to change the type of attack it did it automatically.
