Loss of Grepolymics Alliance Rewards

Two of my cities have lost one of the 2 two week buffs - the defense bonus. It is present in the remainder of my cities. Neither city has been conquered. However, one was under conquest & it was withdrawn. I have been in the alliance during the event period & worked to earn it with the rest of alliance. Is this a mechanics issue?

Leave the alliance and rejoin. It is supposed to effect all your cities, but once a city is placed under siege it loses all effects. It must not fully remove or add the city but rather place it in limbo of sorts while its under siege. Rejoining the alliance should make it cover all your cities again.
