Harbor Spies

These do not seem to consistently work anymore, at least in Beta. When did this change and how does this work now?
I sent 1 slinger and 32 slingers (no ships) at cities today and got a full harbor report and a few minutes later sent >200 slingers + hops (no ships) at a city under siege and got ? for the harbor. I've gotten ?? on a few harbor spy attempts since the update as well. Perhaps harbor spies on cities under siege no longer work, but I will pay closer attention to see if that is true or not.

Why is this no longer consistent and how come this was not mentioned in the update. Perhaps it is a bug or I never fully understood how this worked, but I have always been able to get this to work until now, when it is inconsistent. I know I am not the only one who is experiencing this issue.

I highly doubt that's true, I think the case is that there's no ships in the harbor and the ? represents the troops.

Well, if the city is under siege, there must be ships in the harbor, no?
Regardless, seeing the report would be good.
