Harbor checking

We all know how harbor checks work, that's not my question. I would like some help understanding how the game decides what the minimum amount of troops you have to use to attack.

I always thought it was city points, but then i saw this :




That came out of a 8208 pt city attacking a 2876 Pt city.

It's based on the total population of troops available owned by that particular city. So essentially, you know that 8k city has very few troops in it. (Though it may have support.)

Thank you, Zenima, you are correct. That city was recently taken over by an enemy.
That makes sense.
