I have read every Guide that I can find and either it isn't there or I overlooked the info...so, I ask for assistance.

I am using the Goddess Hera and the 4th Divine Power called Desire is not available to me.

How do you make it available? Is it based upon Temple Level?

Hankering Hera can be imposed only on the attack

Its attack can also be used

No, once you have an attack on you, it becomes an option

Well, you can use it on your own attack, to make it impossible to use Athena's Wisdom power on it. Only for a CS, and only as a last resort though.

You can use this on any incoming, or outgoing attack.

The result is it decrease how effective the attack is, it is common to use it on your own attacks if you are sending 'fakes' at an target to confuse them, however I would not normally advise if just attacking normally.
