City under siege

If a city is under siege, will you still be able to use favor from the god that is worshipped in that city?

- Assuming that's the only city which worships that god

I know it's been a long time since you posted, but the answer is - yes, you can still cast spells if your city is besieged and it is the only one worshipping that god.
