Can't Spy/Attack...

So about a week or so ago, I noticed some players on my island, & one right next to it, that played quite regularly, become inactive. I watched a few days to see if their city points rose & nothing. I thought hmmm, nice size cities across the way, so I went to spy... "This player is banned & can't be spied on" Okay, I thought, let me try to attack... This player is banned & can't be attacked" Okay then, no problem. A friend had informed me they was caught cheating. Now I've noticed they're being slowly taking over on those exact cities. Strange... What's the deal there?

What sounds like has happened, is Grepolis has concluded their investigation into those players, and they are now free to be attacked, spied upon or conquered.

The player was cheating in some way either a bot or multiple accounts. I saw that a lot on the EN worlds.
