Can't Invite Players to Alliance but not at player or invite cap

Lindos us52, LIGHTNING DEATH alliance, I am leader I cannot invite anyone, we are at 81 members with no invites issued currently on a 100 member max world and it says I cannot invite any more players to the alliance.

now its acting as though the alliance limit is 82
