I keep getting attacked by one harpy or griffin but when I try it the system sends a message that an attacking unit must be at least 56 individuals.
Why is this and how do I get past it?
One of my enemies uses this to start revolts.
The fewer troops you (or anyone) have in your city, the lower the required minimum population of the attack is, so they have few troops in whatever city they're attacking you with and only require a couple troops to attack
Also worth noting that it's based on the attacking troops' population -- since you need 56 to attack with, you could attack with 56 slingers, 6 LS (6*10 pop = 60 >> 56), or even just 2 griffs, since those are 35 pop a piece.
