As Daedalus has told you before, a second city has the exact same functions as your first city. Seriously, you need to conquer a city and experiment a bit with it.
That said, any research that was previously researched remains researched, and any extra research points are yours to distribute, and you can always reset a research if you want to use it's RP for something else.
