2 CS image shapes

In city view I can see a colony ship in the harbor at the bottom of the screen (if I have one). I have seen two different shapes it can take:
1. Fat with billowing sails ready to go, and
2. Skinny with a lot of oars but no sails
I believe one reason for shape 2 is that one does not have enough culture points to start a new city.
What other reasons are there?
I recently had one CS turn from the fat image to the skinny one while I had 4 city slots available. (A day or two later it turned fat again.)

Not sure what you mean by interface.

Yes, the CS in the harbor. It can have two different looks, with different status. Have you seen it?

Just do this experiment:
Build a CS a little while before you have the city slot to use it, open city view, and see what it looks like.
