The banner will probably be moved to an area that doesn't affect game performance.
It isn't really it's location that's the problem (although it is annoying). The issue is that it comes up after the top ribbon with the number of villages that answered the demand, and after the table of villages is updated with the next demand time, and you can't reliably move to the next demand site until after that. Maybe combining the 2 ribbons and fixing the wait to move on will alleviate the performance issues around this some.

Probably? Is there anyway to get an answer one way or another? This is getting painful and I (and others) would like to know if this pain will actually end or continue forever.
